Every swap costs 1%, taken in ETH whichever way the trade goes — so selling never pays the fee in this coin. It splits 50% to the creator and 50% to the protocol. It applies wherever the trade came from: this site, Uniswap directly, or an aggregator. There is no separate launchpad tax on top.
Nobody can withdraw the position holding that liquidity, the creator included. Only the fees it earns are ever paid out.
